Mandatory Requirements
  1. 25cm (10") display.

  2. Current release of Android.

  3. Must support Android Verified Boot (AVB).

  4. Device must not permit rollback (i.e., installation of older version of software).

  5. The device must not boot if the AVB verification failed at boot time.

  6. Device must boot successfully with Stock or Vanilla version of Android (i.e., AOSP).

  7. Device bootloader must be in unlocked state.

  8. Hardware manufacturer must supply device software that contains bootloader, kernel, and proprietary binaries. Cyber IT Solutions will coordinate with hardware vendor to configure hardened image for loading on supplied tablets.

  9. AArch32/ARM32 CPU.

  10. 2G or more RAM.

  11. 2G or more storage.

  12. Glass fascia. Vendors are encouraged to consider the option of stronger tempered glass as some correctional facilities consider this a valuable feature.

  13. Internal PSU, or common USB-C charging. An external PSU is not suitable as it can be used as a flail weapon.

  14. Chassis secured to ensure prisoners can not gain access to the internal components, perhaps with Tamper-Resistant Torx (also known as Torx TR) or pin-in Torx.

  15. Internal speakers.

  16. 3.5mm TRS stereo jack and TS mic, or combined TRRS audio jack.

  17. Front camera. A rear camera is not necessary, although inclusion of one is acceptable.

  18. No TV receiver.

  19. No cellular modem.

Valuable (non-mandatory) Features
  1. No accessible mass storage slots (e.g. SD-Card reader), excepting the mandatory USB ports for HID devices or power. To reduce manufacturing complexity and cost it is acceptable to include these connectors but leave the device disconnected from the controller.

  2. Transparent chassis, with suitable electromagnetic shielding. For high-security facilities, vendors are encouraged to consider an optional transparent chassis.
