Internet access is becoming increasingly ubiquitous. In Europe almost 50% of the population use the Internet and it has been recognised in law as a fundamental right on a par with freedom of expression.

Australia's uptake is much higher with 79.4% of the population being Internet users.

Restricted Web Browsing
Prisoners can be provided with access to browse a limited list of approved websites. Attempts to access non-approved sites are rejected. An automatic monitoring system periodically checks sites on the approved list to identify changed content. Upon detection, changed sites are automatically removed from the whitelist and quarantined for later review by staff.

Restricted Email
The secure email system enables prisoners to correspond with a strictly limited list of addressess. Approved addressees would commonly include the prisoners' husband or wife, their solicitor, and so on. All email passes through a whitelist and keyword filtering mechanism which automatically quarantines any unapproved email for administrative attention, enabling custodial staff to review individual email messages prior to delivery and to access any archived email even well after delivery has occurred.
